Fa piao is some weird Chinese tax thing. You get it when you buy something and can then have reduction on your tax, or something like that*.
In short = really fucking complicated.
And it’s great. I didn’t even know I was supposed to be happy about something. But it’s instantly added to my Things To Be Happy About-list.
